Transport For London, Heavy Overhaul Programme Lift

Morson Praxis were appointed by Transport for London (TfL) to support the Heavy Overhaul Programme Lift (HOPL) for the 92TS fleet, ensuring the long-term availability, reliability, and safety of Central Line and Waterloo & City trains.

Maintaining London’s Aging Fleet

TfL required comprehensive engineering and project management support to execute a programme of heavy maintenance on all 85 Central Line trains and 5 Waterloo & City trains. The goal was to restore and enhance fleet performance until replacement under the New Tube for London (NTfL) upgrade programme between 2028-2032.

Project Overview

Extending the Life of the 92TS Fleet

The 92TS fleet had previously undergone a partial HOPL in 2004-05, leaving maintenance gaps that caused ongoing reliability and availability issues. By 2015, many components with a 20-year service life, including brake reservoirs and control panel electronics, had reached half-life and required replacement. The HOPL programme was scheduled to deliver full maintenance and heavy overhaul activities over a two-year period, with intervals of six and twelve years respectively.

Our Solution

Comprehensive Engineering and Project Management

Morson Praxis provided a fully qualified and experienced team to manage the HOPL programme, delivering project management, commercial management, service delivery oversight, and quality and project engineering support. Key responsibilities included:

  • Managing day-to-day operations at Ruislip depot, ensuring adherence to schedule, quality, and budget requirements.

  • Overseeing service delivery, implementing policies for consistent performance, and driving continuous improvement.

  • Coordinating commercial activities, monitoring costs, and ensuring completion on time and within budget.

  • Supporting engineering quality by liaising with Principal Engineers, resolving technical queries, and authorising remedial works where required.

The scope was further expanded to include safety-critical and business-critical modifications, such as cab monitors, loudspeakers, passenger emergency alarms, destination displays, and coupler-carrier brackets.

Results

Enhanced Fleet Reliability and Safety

Through Morson Praxis’ dedicated support, the HOPL programme successfully delivered fully overhauled and upgraded 92TS units on schedule, ensuring improved reliability, safety, and service continuity. The programme also maximised cost efficiency by combining component replacements and upgrades with the heavy overhaul activities, providing TfL with a robust and operational fleet for years to come.
